The Civil Defense Agency is Hiring Staff for the Shelter Unit

The Civil Defense Agency is the leading, guiding, and coordinating authority in civil defense. We ensure that society is prepared for crises, heightened readiness, and war.

The unit's task is to meet the population's need for protection against weapon effects during war, primarily in the form of shelters and protected spaces.

Your Responsibilities and Tasks

• Tasks related to the maintenance and development of physical protection for the population
• Participation in regulatory work
• Preparation of materials, responding to consultations, participation in working groups
• Participate in analyses and planning within the area both within the unit and within the agency.
• Collaboration with national and international actors, focusing on cooperation with national external actors such as municipalities and organizations within civil society
• Be involved in driving the work of starting up and implementing a system for protected spaces, which includes advice and support to various actors.
• Be proactive in the work of starting up and implementing an organization to be able to allocate, educate, and organize civil duty personnel within the shelter system.

Your Knowledge and Competencies

We are looking for someone who has:

• Relevant academic education deemed relevant for the position, or other education that, together with experience, is considered equivalent.
• Experience working in public administration.
• Experience in crisis preparedness and total defense.
• Experience collaborating within municipalities, regions, and authorities.
• Good ability to express yourself well in speech and writing.

It is advantageous if you have:

• Experience participating in or leading development work.
• Experience working based on legislation.
• Experience and knowledge of protection against weapon effects.

About the Employment

We offer you a fixed-term full-time position until 2026-12-31, with the possibility of extension.

Your place of employment will be Karlstad, and travel may occur as part of the job.

The majority of our positions involve placement in a security class. Usually, Swedish citizenship is required. When placed in a security class, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Civil Defense Agency are war-placed.
